Jerry Croan has been engaged in research and consulting in the health and social sectors for over 40 years. He currently advises government, non-profits, and businesses, and serves as a Senior Fellow at Third Sector Capital Partners, which focuses on outcomes-driven programming and social innovation financing for a broad spectrum of health and social programs. In this capacity, he has worked with State and local governments, as well as non-profit service providers and foundations, in such areas as mental health, early childhood education, child health and homelessness. From 2005 through 2013, Mr. Croan was Executive Vice President at ICF International, a $1B international consulting organization focused on health and social programs, as well as IT, energy and infrastructure. While at ICF, Mr. Croan directed two major operating groups and then led Corporate Strategy.
Mr. Croan founded Caliber Associates in 1983 and served as its CEO until its sale to ICF in 2005. Caliber, and subsequently ICF, played a lead role in program strategy development, technical assistance and evaluation for many US social programs for the Departments of Education, Health and Human Services, Justice, Labor; and the US military’s personnel and family support programs. Prior to starting Caliber, Mr. Croan spent five years in the PA Dept of Justice, where he led a program evaluation division and subsequently directed the juvenile justice and delinquency prevention program. He has served on numerous national non-profit and university boards and advisory councils, and currently serves on the Boards of Communities in Schools and Altarum Institute.
